The most important international crisis we now face is between China and the United States. Until recently the United States had used primarily economic means to dominate. But the great advances of Russia and China have ended that possibility. Those Americans who give priority to American global dominance are now relying on the overwhelming superiority of American nuclear power. However, some of the same corporations that are eager for the United States to create and rule a global market recognize that China is playing a major role in creating such a global market. A nuclear war would hugely damage the transnational companies that depend on Chinese factories for much of their production and even financing.
Many American leaders, in any case, know that the American people are strongly prejudiced against nuclear war. China might not be able to land a nuclear weapon on the forty-eight states, but large numbers of American troops would be vulnerable as well as American allies. The United States faces an enormously important issue. We can dominate a severely damaged planet. Or we can share a relatively healthy planet with other nations. China and Russia, of course, hope the United States chooses the latter course. But when it has the power to dominate all, some American leaders are eager to do so. They seem to have taken control of policy in relation to Taiwan. Turning Taiwan into an American protectorate certainly took the chance of war. Presumably, China backed down when threatened by nuclear war. But will it always do so?
